With reference to paragraph 23 of the despatch addressed from the Colonial Office to the Governor of Hong Kong on the 20th January, 1890, I am directed by the Secretary of State for War to inform you that the contingency therein contemplated has now arisen, and that it is found necessary to make certain additions to the defence works of the Colony, as hereinafter described.

Since the construction of the defence works at Hong Kong, it has been found necessary at all stations to provide a more efficient defence against torpedo craft.

It is, therefore, proposed to replace the 3.64 pr. R.M.L. Guns in Shore Battery by 2.4.7 inch Q.F.
